Over the years, scientific understanding of chemical risks has evolved, and new technologies and materials, including advanced catalysts, have emerged. The original TSCA had limitations in its ability to effectively regulate these new substances. Consequently, amendments were made to modernize the law and enhance the EPA's ability to evaluate and mitigate risks.
